Default 2007 Crafter - Overheating Problem

Hi
My 2007 Crafter keeps coming up with the coolant light. We have changed the water pump, done 3 sniff tests on the head gasket and all have been negative, changed the thermostat and by passed the EGR cooler but it makes no difference.
Just before the light comes on the heaters blow cold air, I then have to pull over and check it to find its boiling with pressure in the overflow bottle. I don't think the fan is coming on but it shouldn't need it, I don't think the problem is with the fan but I'm lost and desperately need help to solve this.
Anyone have any suggestions or knw what is the cause?

Also it is a genuine VW water pump that has been fitted.

Did you ever get anywhere with this please as I'm experiencing similar issues
