shuttle abroad insurance

As the title suggests...... Completely confused about driving my 9 seater shuttle abroad. I think I'd need to have passed a mini bus test and fitted a tachometer if I wanted to, which would be pretty costly. Does anyone know whether if I take a seat out I could drive abroad? Or do I have to get...
