    Does anybody know for sure if a xenon headlight upgrade kit from H4 to xenon is legal? its on my 1995 t4 with standard glass in the headlights. the new bulbs have a shield to give dip beam like the H4 bulbs did and are obviously much better on dip and main beam, i have heard they are not legal...
