Looked at a van today that had cruise control, but wasn't working (neither were the elec windows) are these retro fit or were they standard on something: like hi spec caravelles?:*

Both! Some models had them as standard, others had it as an option. Fuses would be the first place to start.

Its not been easy to source new power window mechanisms for my 2003 T4b. If they aren't working on the caravelle you are thinking about get a price for them off VW, then go back and Haggle.
Cruise you could live without.
But Haggle a bit more, based on the fact that they have obviously let it go a bit, and there might be other things that have been neglected?
