Does a turbo need coding?

I'm about to replace my turbo and actuator on my 2011 2.0 T5.1. Does this require coding with VCDS or similar or is it just a question of fitting the new one and driving it? Thanks.

I don’t have any fault codes at all, that’s the weird thing. As soon as I get to 2200rpm the van loses power and judders badly. If I try to push through it ends up in limp mode but still no codes. Ease back to below 2200rpm and it’s fine. I’ve replaced most of the vacuum system, the fuel pressure regulator, N75 valve, two diesel pipes, cleaned the DPF- two people have now suggested it’s the turbo or actuator so they’re next. Any other ideas gratefully received!

I’ve used multiple code readers including diagnostics from two garages. Nobody I’ve spoken to (including the two decent garages) can get their heads around why no codes would be stored, unless the issue is with a mechanical part that doesn’t have a sensor attached. Before all this started I had turbo underboost codes popping up but also other ones so we’re not sure if any of them were actually accurate.
