Hi, Im buying a Vw kombi, Van with windows, would it be possible to change the classification from N1, to M1, or something that doesn't restrict the speed limits ?
And no, Im not going to put a hi top on it !

It's not possible to change the taxation class - that's set in stone and DVLA don't change it. If you want to have non-commercial / van speed limits, then you need to qualify as a dual purpose vehicle, which includes having side and rear windows and seating in the rear.
You may well still get snapped by a speed camera but you can have the penalty overturned by appealing it by providing evidence (photos etc) that prove the above. Plenty of info on how to do it including template letters etc.

Glass and rear seats etc. if it's a proper kombi will classify it as dual purpose so you'd be ok with car speeds - again might just have to appeal a ticket though.
The taxation class wouldn't have any effect on the speed limits, it's just the owner would get a disability exemption on the vehicle tax - ie. if you sold the van it would remain as an N1 etc.

Have a read of the dual purpose vehicle rules here: Dual Purpose Vehicles to check if yours will qualify.

Not clear if DPVs- Dual Purpose Vehicles- entitle speed advantage or are restricted! Also, CDVs- Car Derived Vans - speed advantage is not much good to CamperVans so it seems! Not many qualify under CDV definition. It puzzles me- my son converted a MAN long wheel base high roof without windows but all camper comforts inside. He had to go to the Magistrates to challenge his speeding ticket, and won based on evidence of the interior of the van! He does have a second seat row though! So does that mean the second row of seats and no windows classified it as Dual Purpose? Does it mean a 7 ton (max. weight for DPV) has a speed advantage over a converted 2ton van?

For DPV it has to be under 2 ton unladen weight and also has to have side AND rear glass (with regulations on how big those windows should be!) and also the ratio for load space to seating area measured from the steering wheel to the back of the rearmost set of seats. So if the MAN had no windows it wouldn't qualify as DPV but might as a camper/motorhome.
So a DPV will qualify for the higher car speed limits as do CDV's. If you're a campervan then you can appeal using the same method but have to provide evidence that it's a properly converted 'motorhome' which I believe has to have things like bed, table, sink/cooking facility etc.

You won't change vehicle tax rates regardless of what you change the vehicle classification to - it's set at the date of first registration and goes by year of manufacture and engine emissions. Only a few years of the 2.5 got clobbered with the ÂŁ500+ tax rate when the govt. altered the Vehicle tax rules so feel yourself lucky if you've dodged that bullet!

with regard to the dvla requiring a high top roof to be fitted to now qualify as a motor caravan, what is the definition of a high top roof? is there a minimum extra hight cited? if not then a pop top roof in the down position must add at least an extra inch to the standard hight. therefore, its now a high top roof! lol

I know we don't drive around with our pop tops up ( well I hope so anyway..) but it really is beyond stupid.

Wow.We don't have different speed limits on vans or sm trucks(pickups )here in the states...But we can't get VW vans either..so you pay one way or other....anyway my t4(93) won't get 5 th gear anyway unless it doesn't get reverse so I'm stuck going about 40 mph...Bill VT and PR usa
