we currently are renting a house which has recently had the wall cavities insulated, at the same time company who did it installed a new vent in the living room, basically a 4" hole with plastic surroundings.
can any one tell why they are needed? all they seem to do is allow cold air filter into the house, making it colder inside than outside(even with the heating on)
as it is a rented house we have a gas engineer come round to check all the appliances, he also checks that all the vents are not obstructed.
any thoughts?

^^^^ he's right.

But you're living there so if you want to close it or block it then thats your choice. really speaking if you only have radiators then apart from general condensation you should be fine. If you have a gas fire you need to leave it clear though.

If you have a gas fire, the vents are there so that you don't die from carbon monoxide!
(Air flow required to assist with fumes being drawn out through the flue)

Assuming it is there for air circulation in the room, then you may be able to (temp) blank it off, but watch for any damp appearing in the room. (Condensation in "dead" air flow areas)
