They're not painted I don't think... its a thing called wheel wrapping... Started off in the far east for jap cars and they can also increase the size of the lip on nearly any set of wheels..

Speak to Busterben on here re.carbon fibre and pearl etc, make sure you use the right vinyl and if its printed make sure its laminated.............

I like these with the company name on em!not totaly wheel art but i like these...
they do have my company name embossied in the lip if that counts..:ILU:
