I don’t know if t5 interior dashes are the same as t5.1’s but the fuse in my vehicle is in a fuse panel located to the lower left of the gearstick under the pull out cup holder. There are two sets of fuses or panels, a lower and upper, each set has three rows. The fuse for my heater is on the very bottom row of the lower panel at position 29, the fuse is a 20 amp Jobbie.

I don't know much about the diesel heaters but if you have genuine VCDS you should be able to find the status of it using 'Measuring Blocks'. The output test you mentioned will be greyed out if it isn't a function VW has allowed or if any faults logged prevent it.

It's worth checking the coding of the heater also with VCDS in case someone has been messing about with it. If you can post the text of a complete scan here something might pop out. I think you mentioned a coolant sensor code on the other thread, that could be enough to stop the heater starting.

You need to confirm the wiring before replacing the pump. But you need to have the correct wiring diagram to make sure you aren't being confused by other things on the same circuit. There is a good description of how to test for a short to ground here. A good sparkie could do this for you.

It's worth confirming that the engine coolant sensors (both of them) and the ambient air temp sensor behind the bumper are reading normally and climbing as they should from cold and remember that the heater won't actuate below a coolant temp of 10 Degrees. I remember reading that there are other parameters for heater start and more than a quarter of a tank of fuel is one of them. You can use VCDS to check all the sensors :)
