I have ordered a new relay for the BCM, relay i.d. is V23084-C2001-A303. I plan to get someone who is better than me with a soldering iron to replace it for me. I'll update here when done.
I seem to having the same issue and I'm thinking of replacing the relay myself. Just wondered if the part number you used (A303) is the same or a replacement for the one ending A403.

I cant seem to find anyone selling the 403 part number in the UK
 
OK, it's done. I need to see how it goes when driving in the rain but I've done a 10 minute test on the drive and it seems the problem is fixed. After reading through the hundreds of posts here and elsewhere, I took a punt on the problem being the relay on the BCM board. I purchased the v23084 c2001 a303 relay on ebay for ÂŁ8.99 (got 2 so if anyone wants the other 1, pm me, it's yours).
I removed the BCM from under the dash, I used this as a guide How To Check What VW T5 BCM Is Installed - Advanced In-Car Technologies mine was slightly different in the way that my BCM was in a rack horizontally. The torx screw on the far left was only accessable after removing the lower trim around the gear stick. I took pictures of the plugs in the BCM before removing to make it easier to put back together.
I found a place near me that manufactures printed circuit boards and contacted them to see if they would replace the relay on the board. They said yes so I jumped on the old unfaithful scoot and went for a ride. I didn't fancy soldering it myself, I'm ok at soldering wires (I've had VWs for years :) ) but didn't want to stuff this up. The next day it was ready for collection, ÂŁ20 cash. BCM back in and cleared the codes. 10 minute test on intermediate, normal and fast.
I'll update once tested fully.
mr nozzle, I am taking the very same approach as you. Can I ask, did you do the coding bit yourself? Like, did you buy the cable and the software and is it hard to clear the codes? I bought both a used BCM which just has a different letter after the number on it, and I bought one of the relays. I will fix my old one, try plug in the new one and see if it works without coding, but will have to copy and paste the coding from the old one on to the new one if there are issues. Just thinking if its cheap and easy enough I could do that myself?
 
Hi, I used a XTool V401 code reader to read and clear the codes. ÂŁ50 on Amazon (other retailers are out there). I took the BCM out and got it repaired without putting another one in. I'm not sure if the XTool has the capability of coding a different BCM. Good luck and keep us updated (y)

Electrode material in A303 is AgNiO.15 (Silver Nickle Oxide 15%)
Electrode material in A403 is AgSnO2 (Silver Tin Oxide)

Worth noting the first part of the code relates to different coil resistances / powers for each
C2001 = Rated @ 12v. Operate 6.9VDC. Release 1.0 VDC. Coil Resistance 255 ohm. Coil Power 565mW
C2002 = Rated @ 12v. Operate 5.8VDC. Release 0.8 VDC. Coil Resistance 178 ohm. Coil Power 809mW

I wonder what the predicted lifespan of these relays is worked out as. My van is 12 / 13 years old and the relay had failed. Due to this being a well documented safety risk I would have thought VW would recall and replace.
 
I would expect relays like this to be comsumable items. Seems daft to solder such a vital relay to a circuit board.

I've been lucky enough to pick up a second hand BCM which had the same coding. Same wiper issue though, so either the relay in that is duff too or it's something else.

Managed to de-solder the old relay in mine and solder the new relay in, it's in the van now and it all works fine for now, so time will tell. Unless you have practice soldering, it's not easy.

Pulled the old relay apart, you can see that the set of contacts on the left, (which should be closed in the normal position) are clearly burnt out - and have major pitting and build up on the normally open side. Whereas the contacts on the right have minimal wear.

Hiya mate, catching up on this massive thread on what appears a hugely common fault. great explanation by you can I confirm which relay number it was on the bcm for the wipers? 3? Mines a 2009 t5 if it differs year to year.
 
2009 T5 owner here. The wiper relay soldered to the BCM / ECU (part no. 7HO 937 049 AB) here is a v23084 C2001 A403. Circled red in photo below. If you can get the ECU out, it's fairly easy to pop the case open to identify the wiper relay.

Hi mate, apologies for the late reply. The picture shows the location of the relay and this is what I showed to the people in the factory.
