Nothing T5 related but wondering if anybody has anything to do with passenger vehicle licenses? Needing to know the overnight parking regulations regarding wether or not it is acceptable to dump minibuses in public streets causing residents to be unable to park?

Yeah it is mad, apparently you are allowed to park on pavements except in London? Whilst I don't disagree with anyone parking on street whilst displaying a VED why should a business be able to litter nearby streets with vehicles inconveniencing local residents so they don't have to provide a secure compound? If this is the case perhaps Tesco should get smaller distribution centres and block up side streets with HGVs to save costs whilst other trucks get loaded!

Technically, you cannot legally park anywhere on the public highway unless the vehicle is occupying a designated parking bay.

As regards driveways you can actually park across one (een when the driveway is occupied) provided you move your vehicle on request & without delay.

If you have a real problem with LGV's/PCV's parking contact the area's traffic commissioners - they have the power to revoke operators liciences for these infringements without having to go via court proceedings.

As i understand it if the vehicle needs an operators licence you may not be allowed to park it on a public road when not in use (they have to return to a designated "depot" if not in use. There may be exceptions for minibuses run under certain licences (for instance a charity).

I only know this because we are getting a parking permit scheme where we live - this is an extract from the schemes rules

Vehicle Eligibility

Certain commercial vehicles require a Vehicle Operator Licence and any vehicle meeting the criteria for such a license is required (legally) to be stored in an 'operating centre' (depot/storage yard) and therefore should not be parked on the public highway when not in use. If a commercial vehicle meets any of the following criteria then it requires an operator’s licence and therefore will not be eligible for a Residents’ Parking Permit:

- A gross plated weight of more than 3.5 tonnes; or
- if it has no gross plated weight, an unladen weight of more than 1.525 tonnes.

However, recovery vehicles (where on-call) are exempt form this condition and may park within a permit parking area if displaying a valid permit

I drove golf tour buses for a few years and parked on many a street. however if I parked my bus at home is was always away from neighbours in a place that wouldnt prevent someone parking outside their own home. Some residential areas do not permit the parking of Commercial vehicles in the area.

We had a problem similar to yours, luckily my best friend is a policeman! The second night it parked it got a ticket for parking on the kerb causing an obstruction to pedestrians, the next night it was parked with four wheels on the road so it got a ticket for parking without sidelights illuminated (something to do with larger vehicles needing sidelights lit whilst parked on a highway at night) , the next night it had disappeared! Job done!! I appreciate people need to work and some times there is a need to take large vehicle home but common decency should kick in and they should be parked with some consideration to homeowners. The other side of the coin is theft and vandalism, that is probably the main reason why the drivers prefer to park in sight of their home???

I doubt you will get anywhere with the traffic commissioner the only action they could take is if the vehicle is 16+ seats and registered as psv on a full o license as these vehicles should have a designated operating base which they are required to be kept at when not in use. However you can still operate two psv minibuses on a restricted o license and park where you like as long as you abide by local parking regs. Any minibus 8 seats or under can park where it likes as we'll.
